Fable 5 Is Unlocked, and I Still Can't Use It

Fable 5 is unlocked again, restored globally on July 1. Yet when I opened the client, it was back in the model list — and clicking it returned Currently unavailable. Here is what Fable 5 went through, why the unlock doesn't reach me, and what you can actually do about it.

If you follow AI at all, you saw the same headline this week: Claude Fable 5 is unlocked, restored globally on July 1. I opened the client immediately. It really was back in the model list, sitting right above Opus 4.8. I clicked it — and got four words: Currently unavailable.

Conclusion first: the unlock is real, but "available globally" and "I can use it" are separated by a whole layer that never made it into the announcement. Log out and back in, clear the cache, try Claude Code and the web app — still those same two words, greyed out, unclickable. What is blocking me is not a client bug. It is a policy gate that has not opened for someone like me yet. This post explains it.

(As an aside: the model is called Fable 5, and the first time I typed it I fumbled it into "febla" — I couldn't even get the name right before I was already itching to use it.)

The timeline, straightened out

This is not an ordinary queue. Fable 5's last few weeks were more turbulent than most models see in a lifetime.

  • June 9: Anthropic publicly released Fable 5, billed as the most capable model they were willing to put in ordinary hands.
  • June 12: It lasted three days. The U.S. government issued export controls citing "national security," requiring access to Fable 5 and its sibling Mythos 5 to be cut off for all foreign nationals — not one country, but any non-U.S. citizen, even people inside the U.S., even Anthropic's own foreign employees. Live sessions were cut and fell back to Opus 4.8.
  • June 30: The U.S. Commerce Department lifted the controls.
  • July 1: Today. Anthropic began restoring access. The official wording was "available starting tomorrow, Wednesday, July 1."

So the unlock is real. The problem is in the next section.

Unlocked — so why can't I click it?

The key: this restoration is not a single global switch flipped at the same second.

Based on hints pulled from client code and community intelligence — the official announcement does not spell this out point by point, so I'm writing it as "most likely," not gospel — the rollout probably works like this:

  • US-first: U.S. users come online first, other regions follow.
  • Verification comes later: Government-grade ID verification for foreign nationals is expected to go live around July 8.
  • Possibly a usage cap: A weekly usage limit layered on top.

Map that onto me and it clicks: I'm in China, my traffic egresses domestically, my subscription runs through Google Play — I am exactly the "foreign national" those controls named. So I'm not in the July 1 first wave. I have to wait for the verification mechanism to ship and then pass it.

That's why logging back in and clearing the cache do nothing for me. It isn't an operator error; it's a door that hasn't opened. Plenty of people on GitHub today — paying Pro and Max users included — report the same Currently unavailable. It isn't just you.

And a timing trap nobody warns you about

One more pitfall worth flagging.

Anthropic's perk for Pro / Max / Team plans is that Fable 5 is included free within half of your weekly usage, through July 7, after which it draws from usage credits. But the gate for my region is expected to open around July 8.

The two dates don't overlap. By the time I actually get access, the free window has most likely already closed, and I land straight in the paid tier.

In other words, the promo is for whoever gets in first; those queued behind don't even get the leftovers. There's also a point I can't yet confirm: whether a Google Play subscription can enable credits at all, and how — it may require attaching a separate card directly with Anthropic. That, too, has to wait until the gate actually shows itself.

So what can you actually do

Let me lay out the paths, and be honest about the risk on each.

  • 1. Easiest, zero risk: wait. The controls were just lifted; this is a transition period. Once the global build without an ID gate rolls out, you'll probably get it without doing anything.
  • 2. Don't stop working. Opus 4.8 and the newly opened Sonnet 5 can carry basically everything on your plate. My screenshot defaults to Opus 4.8 — the strongest tier available to me right now. Whether Fable 5's marginal gain is worth it can wait until you can actually try it.
  • 3. Someone online will tell you to "borrow a U.S. identity / U.S. IP and route around it" — think about three things first.

On that third path, my stance is blunt, and I'd urge you to stay calm:

  • This is not a Netflix region lock; it's a U.S. government export control. Having an American help a foreign national get around it is a different order of risk from streaming geo-hacks — and that risk falls mainly on the American helping you.
  • Verifying with someone else's identity, or sharing an account, violates Anthropic's terms of service on its face. If it's flagged, your main account takes the fall — not worth risking a subscription you pay real money for every month just to sample a model.
  • Even if you slip through, the model is still in a sensitive regulatory window and could be pulled again at any time.

What I won't write

I won't write a "three steps to VPN your way into Fable 5" guide. Not because I don't know the tricks, but because the nature of this gate settles it: it shouldn't be consumed as just another region unlock. I'd rather record it as this — a model got unlocked, but "unlocked" means completely different things depending on who you are. The technical door opened; the policy door is still being cleared one checkpoint at a time. That alone is worth noting.

The Fable 5 unlock is real.

But "unlocked" means "usable now" for some people and "queue another week, and prove who you are first" for others. I can't use it yet — that's not an error on my end, it's just not my turn. That's all it is.

Once the gate reveals itself around July 8, I'll post an update spelling out whether it checks IP, payment region, or identity — and how the Google Play path works.
